Tekirdağ Metropolitan Municipality Proposal, Tekirdağ / Turkey, 2015

Tekirdağ Büyükşehir Belediyesi Önerisi, Tekirdağ

 

Belediye binası klasik kent hizmetlerinin yapıldığı bir binanın ötesinde, kent ve kültürün tasarlandığı, yönetildiği, uygulandığı ve yaşatıldığı katılımcı bir ortam ve platformun mekân ihtiyacına cevap aramaktadır. Belediye hizmet binası mevcut imar uygulaması genelinde 5 kat olarak belirlenen yüksekliğe paralel hareket ederek, kent meydanına açılan bir avlu oluşturacak şekilde arsa sınırlarını tutarak yerleşmiştir. Kongre kütlesi avlu ortasında ayrı bir kütle olarak yerleştirilmiştir. Mimari dili de diğer kütleden farklılaşarak bir obje gibi davranması sağlanmıştır. Kongre salonu sahnesi aynı zamanda hareketli panellerle çözümlenen dış duvarın açılması ile çift taraflı olarak hem meydandaki çim amfiden hem de iç mekândan çift taraflı kullanılabilir. Kongre salonunun ana kütleden ayrıştırılması hem mesai saatleri dışında ya da tatil günlerinde hem de mesai saatleri içinde belediye çalışmasını etkilemeden dışarıdan kullanılmasına olanak vermektedir.

En üstte kurgulanan saçak arsanın 4 tarafında da kesintisiz çevrelenerek yapı için bir tür bitiş sağlamasının yanında, meydan tarafından avluya girişlere bir tür kapı özelliği vermiştir.

Ana kütlenin 2 temel cephe kurgusu vardır.

•Güney ve Güney-Batı cephelerin hâkim olduğu dış çeper

•Kuzey ve Kuzeydoğu cephelerin hâkim olduğu iç çeper 

Dış çeper’de zemin katlar içeri çekilerek bir tür arkad oluşturulmuştur. Böylece halkala ilişkinin daha çok olduğu ve bekleme fonksiyonlarının daha çok yer aldığı zemin ve 1. katta kütle derinliği azaltılarak aydınlık miktarı artırılmış, güneş ışığının direkt olarak iç mekâna girmesi engellenmiş ve kütle yüksekliğindeki algı azaltılmıştır.

The municipality building seeks an answer to the space need of a participatory environment and platform where the urban structure and culture are designed, implemented and kept alive, beyond being just a building where classic city services are provided. Acting parallel to the height determined to be 5 floors in line with the current zoning practices across 5 floors, the municipality building is situated across the land borders to a courtyard opening to the city square. Convention block is situated in the middle of the yard as a separate body. Its architectural language is also ensured to act as an object, differentiating from the other block. Congress hall stage cat be used both from the grass amphitheatre and from indoors bilaterally with the opening of the outer walls with movable panels. Congress Hall separated from the main body allows for its use from outside both out of working hours and within working hours, without affecting the works of municipality.

 

The fringe designed on the top is surrounded on all 4 sides of the land uninterruptedly provides a kind of door for entrance to the courtyard from the side of square in addition to providing some kind of finish for the building.

The main body has two basic front constructions.

• Outer wall, dominated by South and South-Western Fronts

• Inner wall, dominated by the North and Northeast Fronts

A kind of arcade was created by pulling the ground floors inside in the outer wall. Therefore, the amount of light is increased, the sunlight is prevented from entering directly into the internal space and the perception of the body height is reduced by decreasing the body depth in the ground floor where public relations are more intense and there are more inline functions, and in the first floor.
